Phil is a technology executive with more than two decades of IT leadership experience spanning municipal government, multifamily real estate, staffing, and the public sector. He has the rare ability to see the big picture and translate it into sound, executable technology strategy, whether that means building a city-wide fiber infrastructure, cutting annual IT costs or designing roadmaps that align technology investments directly to business objectives.

As an Ally and the technology practice lead for here2elevate, Phil brings Fractional CIO and IT advisory services to our clients who need strategic direction without the overhead of a full-time executive. His work spans IT strategy, cybersecurity, network infrastructure, vendor management, and operational planning, and he integrates naturally with our coaching and consulting practice to deliver solutions that connect people and technology in ways that actually hold.
